CBAM does not make a Turkish company a declarant. It makes your EU customer one — and they cannot clear your goods without verified embedded-emissions data that only your installation can produce.

Law No. 7552 created a national emissions trading system. Installations inside it need a greenhouse gas emission permit by 9 July 2028 and must surrender allowances every year — and the draft regulation starts the pilot with the CBAM sectors.
Most Turkish companies file the EU carbon price under somebody else’s problem. Shipping companies calling at EU ports have owed allowances on their emissions since 2024, and ETS2 reaches fuel suppliers in 2028.
