What happened
Commission Implementing Decision (EU) 2026/2124 pushes back the expiry of the EU approval for IPBC used in product-type 13 biocidal products. The approval had been due to end on 30 November 2026 and will now run until 31 May 2029.
The Commission adopted the decision on 24 September 2026. It was published in the Official Journal on 25 September 2026 and becomes effective 20 days later.
Why it matters
IPBC remains an approved active substance for product-type 13 uses during the extended period, under the conditions already attached to its approval. Businesses that make available or use relevant biocidal products can therefore continue to rely on the existing approval while the renewal process proceeds.
The decision is an extension of the current approval period, not a determination on whether that approval will be renewed.
Background
A renewal application was filed on 28 May 2025. Denmark’s evaluating authority decided on 10 March 2026 that the application required a full assessment. It also reported that new studies had been submitted compared with the original dossier and that the delay was not attributable to the applicant.
The Commission concluded that Denmark was unlikely to send its recommendation to the European Chemicals Agency before the end of 2027. The Agency must then provide its opinion to the Commission, which will decide on renewal.
What's next
The approval will expire on 31 May 2029 unless a subsequent EU decision changes its status. The renewal examination will continue under Regulation (EU) No 528/2012.
