What happened
Türkiye’s Ministry of Environment, Urbanisation and Climate Change has published procedures governing the lead specialists, responsible specialists and third-party verification bodies participating in Industrial Green Transformation (SYD) certification.
The rules apply to the assessment and review reports required for an industrial facility seeking an SYD certificate. For work at a facility, the ministry may assign at least two SYD responsible specialists and one SYD lead specialist. It may increase the number of responsible specialists where necessary.
Lead and responsible specialists must visit facilities at the same time and coordinate fieldwork with technical reporting. Lead specialists are responsible for organising report preparation and for notifying the ministry of problems and areas requiring improvement. Records may be made inactive where specialists are found to have acted contrary to the rules, misleadingly or without due care.
Why it matters
Industrial facilities pursuing an SYD certificate will need to work through a defined reporting and review process. The framework also establishes capacity requirements for organisations that verify those reports.
A verification body must employ at least three lead specialists authorised across all sectors as verifiers. For every assignment, it must form a team of at least two verifiers authorised across all sectors. That team must remain unchanged until verification is complete. Lead specialists employed by verification bodies may participate only in verification work, reflecting the impartiality requirement.

Organisations seeking approval as verification bodies must either be authorised under the communiqué on verifying greenhouse-gas emission reports and accrediting verification organisations, or hold accreditation to Standard 17029, subject to ministry approval.
