What happened

A financing agreement between the European Commission and Türkiye for the 2024 action programme under the Instrument for Pre-Accession Assistance (IPA III) has taken effect. The agreement was signed by Mehmet Kemal Bozay, Deputy Foreign Minister and Ambassador to the European Union, and Adrienn Kiraly, Director for Eastern Neighbourhood and Türkiye at the European Commission.

The agreement was published in the Official Gazette on 19 December 2025 and entered force on 22 December 2025.

Scope and funding

The 2024 financing agreement allocates €366 million to support projects and programmes across seven policy sectors: fundamental rights; interior and organised crime; acquis alignment and good governance; environment and climate change; energy; competitiveness; and employment, education and social policy. Funding will support initiatives under the IPA III framework covering the 2021–27 period.

Why it matters

The agreement operationalises EU pre-accession support for Türkiye, enabling disbursement of funds for structural reform and capacity-building in priority areas aligned with accession requirements. Türkiye businesses and institutions in the covered sectors now have access to EU-backed financing for the coming year.
