What happened

The European Commission has launched a public consultation on bio-based plastic packaging. The process began on 21 October 2026 and closes on 13 January 2027.

It supports the Commission’s Article 8 review of the Packaging and Packaging Waste Regulation (PPWR), alongside its Strategic Framework on a Competitive and Sustainable EU Bioeconomy. The Commission will use submissions when examining technological development and environmental performance in this packaging segment.

Packaging businesses, feedstock suppliers, recyclers, brand owners and other interested parties should consider submitting practical, evidence-based input before the deadline.

Why it matters

The consultation could influence subsequent EU action affecting material sourcing, packaging specifications and recycling. The Commission is examining whether demand-side measures or targets for bio-based feedstocks are warranted, and whether any such approach should carry sustainability criteria.

It is seeking information on feedstock availability and performance, environmental effects, sourcing and production practices, regulatory trade-offs, and appropriate recycling technologies. The Commission says these issues will help it assess both the potential and constraints of bio-based plastic packaging.

Regulatory context

The PPWR creates an EU-wide framework for packaging and packaging waste. Its objectives include less packaging waste, better recyclability and more circular resource use. Article 8 requires the Commission to evaluate bio-based plastic packaging and decide whether further intervention is necessary.

The consultation is initially offered in English, with versions in other official EU languages expected to follow. After reviewing feedback, the Commission may bring forward a legislative proposal concerning bio-based feedstocks used in plastic packaging.
