What happened
Denizli Metropolitan Municipality will tender the lease of a geothermal area in the Sarayköy district for electricity generation. The site is associated with operating licence No. 32 (J-559/C), located in the Tekke neighbourhood, and has an area of 3,470 hectares.
According to Enerji Günlüğü, the municipality has scheduled the tender for 10:10 on 22 October 2026 at the Municipal Executive Committee hall in Merkezefendi. It will use a closed-offer procedure under Article 35/a of State Tender Law No. 2886. The Metropolitan Municipal Council approved the leasing decision on 18 August 2026, under decision No. 556.
The estimated yearly payment has two components: a fixed TRY 55 million, excluding VAT, and 8% of annual turnover from operating the area. Tenderers must submit a provisional guarantee of TRY 24.75 million.
Why it matters
The process offers a route to operate a large geothermal licence area for power production in Denizli. For potential bidders, the commercial assessment will need to account for both the fixed annual charge and the turnover-linked portion of the payment.
The contract is expected to last until 2 June 2041, the current expiry date of the underlying operating licence. If that licence is renewed and the lessee also extends its electricity-generation licence, the agreement would continue through to the revised licence end date.
This linkage makes licence timing material to bidders alongside the tender price and guarantee requirement. The reported terms do not state a generation capacity, resource output or project development timetable.
What prospective bidders can do next
Tender specifications may be examined without charge at the Department of Enterprises and Affiliates in Pamukkale. They can also be bought for TRY 5,000 including VAT. Interested parties can use those documents to review the required submission terms ahead of the October auction.
The sealed-bid format means participants will need to prepare their offers before the scheduled session rather than rely on an open bidding process. The stated financial terms, licence-linked contract period and provisional guarantee are the core published parameters for evaluating participation.
