What happened
FIBA Enerji and Summa have been awarded 52 MW in Moldova’s wind-capacity competition. According to Yeşil Ekonomi, which cited Moldova’s Energy Ministry, the partnership was one of four successful consortia in an allocation covering 170 MW.
The consortium will receive a 15-year purchase commitment for 40.5 MW of its awarded capacity. The applicable rate is MDL 1.2528 per kWh, reported as USD 0.073/kWh and EUR 0.063/kWh.
The support does not extend across the full 52 MW. Yeşil Ekonomi said the consortium submitted the highest-priced offer among the winning bids. Under the competition rules, capacity offered beyond the announced allocation is not eligible for the purchase guarantee in that case.
Seven projects were selected through the process. The maximum permitted price was MDL 1.4400/kWh, while the lowest successful bid was MDL 1.2398/kWh.
Why it matters
The award links wind development to a defined storage requirement. For every megawatt of wind capacity, FIBA Enerji must install an integrated energy-storage unit rated at 0.25 MWh. Storage is therefore a condition of delivering the generation project, rather than a separate optional asset.
The differing treatment of awarded and supported capacity is also commercially significant. Although the consortium obtained 52 MW, the 15-year purchase arrangement applies to 40.5 MW, leaving 11.5 MW outside that guarantee. The project’s delivery and commercial planning will need to account for this distinction.
For market participants, the result also indicates the range of successful pricing in the auction, from the MDL 1.2398/kWh lowest winning offer to the MDL 1.4400/kWh ceiling.

Moldova’s government is expected to grant the winning partnerships large-scale producer status. Investors must then place their facilities into operation within 36 months after publication of the government decision in the country’s Official Gazette.
