What happened
Kayseri Water and Sewerage Administration, known as KASKİ, has started a tender for the Bağpınar solar power plant. The selected contractor will undertake the project’s design, equipment supply and installation. The procurement is identified as KASKİ-PUMREP-W2.
The tender sits within the Public and Municipal Renewable Energy Project (PUMREP). It is funded with World Bank credit obtained through İLBANK, and the procurement will use the World Bank’s procedures and methods.
For prospective contractors and suppliers, the immediate task is to assess the tender requirements and prepare a compliant offer before the deadline. Bids must be delivered to KASKİ by 16:00 on 26 October 2026, accompanied by provisional bid security valued at US$270,000 or an equivalent amount in another currency.
Why it matters
The procurement creates a defined opportunity to compete for the delivery of a municipal solar installation in Kayseri. Its financing and procurement framework are material factors for firms considering participation: the project is supported by World Bank credit through İLBANK, while the tender process follows World Bank procurement rules.
The required security is also a significant entry condition. Companies will need to provide the US$270,000 security, or its currency equivalent, alongside their submission rather than treating it as a later contractual requirement.
The tender covers a combined delivery scope, bringing design, supply and installation into one procurement. Bidders should therefore ensure that their proposed approach addresses each of those elements and the applicable tender procedures.
What to do next
Interested firms should obtain and review the detailed notice, then plan for delivery before the 16:00 deadline on 26 October 2026. According to Enerji Günlüğü, the detailed announcement is available through İLBANK, KASKİ and Turkey’s Electronic Public Procurement Platform.
Bidder representatives may attend the opening at 16:15 on the same date. Submitted offers will remain valid for 119 calendar days from the opening date, a period participants should reflect in their bid planning and security arrangements.
