What happened

Türkiye’s General Directorate of Construction Works, through its External-Financed Investments Department, has started a tender for energy-efficiency repair work at 11 public buildings. The procurement is being run through a national competitive process aligned with World Bank purchasing rules, according to Enerji Günlüğü.

The assignment sets a 240-day delivery period for each building. Contractors may bid for a single lot or for several lots. Where lots are evaluated together, bidders can propose a discount, provided that intention is clearly included in the bid letter.

The facilities named in the tender are:

  • Ankara Bekir Bozdağ Personnel Training Centre of the Ministry of Justice;
  • the Constitutional Court, Council of State and National Security Council Secretariat;
  • the State Hydraulic Works technical research and quality-control department;
  • the General Directorate of Meteorology;
  • Middle East Technical University and Yıldırım Beyazıt University;
  • Bartın University and Kastamonu University; and
  • the Zonguldak provincial directorate for environment, urbanisation and climate change.

Why it matters

The package brings together central public institutions, higher-education facilities and a provincial government office under one efficiency-repair procurement. It gives qualifying contractors a choice between targeting individual buildings and assembling bids across more than one lot, subject to the tender documentation.

For bidders, process compliance will be central. The tender does not permit electronic offers, so companies should plan for delivery by the stated deadline and ensure any multi-lot discount is explicitly recorded in their bid letter. The World Bank-based procurement approach is also a material condition for firms preparing submissions.

The 240-day timetable applies separately to every building, making site-specific delivery planning relevant for contractors considering multiple lots.

Offers must be received by 15:00 on 2 November 2026. Submissions arriving after that time will be returned unopened. Bid opening is set for 15:15 on the same date at the General Directorate of Construction Works’ Ankara address.
