What happened

Türkiye’s Energy and Natural Resources Ministry has updated the rules used to assess applications for electricity generation based on wind resources. The revised rules apply from their publication.

For pre-licence applications, a mismatch between a turbine’s declared technical specifications and its type certificate, including supporting annexes, will result in an adverse decision. The same outcome applies where the EK-3 information form is missing information or contains errors.

The revised definition of incompatible areas includes operational land-based wind, solar, biomass and geothermal plants, as well as areas covered by applications that already hold a pre-licence or generation licence for those sources. Candidate Renewable Energy Resource Areas and designated Renewable Energy Resource Areas are also included.

Requests to amend unit numbers, unit capacity, coordinates, total installed capacity, tower height, rotor diameter or storage coordinates must use a complete form in the required format and remain consistent with the type certificate. For a new plant area, the SSKGY value must be at least equal to the value calculated from the existing licence information.

Why it matters

Wind developers and turbine suppliers in Türkiye will need to ensure that technical submissions, certificates and project forms are aligned before filing or seeking amendments. Discrepancies can prevent a pre-licence application from progressing.

For unlicensed applications, a project may be rejected where its site overlaps with an unusable area, a candidate or designated Renewable Energy Resource Area, or another party’s unlicensed facility area. Other grounds include layouts that do not follow the required EK-1 Method 2, interference with wind received by a turbine covered by another party’s valid TDR, and siting outside approved plans or mining licence boundaries.

What's next

Grid operators must upload specified coordinate-certified documents to YEPDİS. These include approved application sketches for registered parcels and approved general layout plans for cadastral roads, streams and irrigation channels. Holders of mining operating licences must also submit the mining authority-approved operating licence for unlicensed applications within their licence areas.

Changes to unit capacity, coordinates, rotor diameter and tower height in TDRs may be revised if they meet the required procedure.
