What happened
Commission Implementing Decision (EU) 2026/2124 postpones the expiry date for IPBC approval in biocidal products of product-type 13. The approval had been due to end on 30 November 2026. Its new expiry date is 31 May 2029.
The Commission adopted the decision on 24 September 2026. It was published in the Official Journal on 25 September 2026 and will take effect on the twentieth day after publication.
IPBC remains approved for this product type subject to the conditions already set by Commission Implementing Regulation (EU) 2015/1728.
Why it matters
Companies supplying relevant biocidal products to the EU can continue to rely on the existing IPBC active-substance approval until the revised expiry date, provided the applicable approval conditions are met. The decision is relevant to the European Economic Area.
The measure does not decide the renewal application. It instead prevents the approval from lapsing while the assessment and subsequent EU decision process continue.
Background
An application to renew the approval was filed on 28 May 2025. Denmark, as the evaluating competent authority, decided on 10 March 2026 that the application required a full assessment. The application contains studies not included in the original approval dossier.
The Commission said delays in the assessment were outside the applicant's control. Denmark indicated that it was unlikely to send its recommendation to the European Chemicals Agency before the end of 2027. The Agency must then prepare an opinion for the Commission, which will decide whether to renew the approval.
What's next
The existing approval will now run until 31 May 2029. The renewal assessment, the European Chemicals Agency's opinion and the Commission's decision remain to be completed before that date.
