What happened
Türkiye’s Ministry of Environment, Urbanisation and Climate Change has brought the 2030 National Smart Cities Strategy and Action Plan into force through publication in the Official Gazette. The five-year plan sets out four strategic aims, eight targets, 32 actions and 297 implementation steps.
The framework focuses on artificial intelligence, big data, connected devices and digital-twin technologies. It also covers urban renewal, climate risks and disaster management, including early-warning and emergency-response mechanisms.
It requires every municipality to create a dedicated smart-city unit. Municipal spatial planning will also be required to adopt a semantic planning model.
Why it matters
The plan sets a common framework for municipalities and technology providers, with an emphasis on data governance and interoperability. The ministry says this is intended to avoid disconnected systems and duplicated spending.
For suppliers, the roadmap creates a domestic-content threshold: smart-city technologies will need to meet an 80% local-production requirement in 2030. The plan also envisages support for 500 entrepreneurial companies operating in the sector.
Areas identified for deployment include traffic management, waste-collection routes based on bin capacity, street lighting, and digital channels through which residents can report neighbourhood issues. New housing, urban-renewal and TOKİ projects are to be integrated with a smart-district approach, including designs that monitor water and energy losses through sensors.
What’s next
By the end of 2026, all 81 provinces are due to have smart-city strategies and road maps. In 2027, 187 district municipalities are scheduled to join after metropolitan municipalities, and 268 municipalities are to prepare geographic information system-based development plans.
At least 50 applications are expected to be deployed from 2028. Digital City Management Centres, intended to bring services such as traffic and environmental cleaning into one monitoring point, are planned in all provinces by 2029. The ministry’s National Smart City Centre will coordinate the process.
