What happened

EPDK has changed the Electricity Market Balancing and Settlement Regulation and the procedures governing collateral. The regulation amendment was published in Official Gazette No. 33407 on 21 October 2026.

The revised rules limit the activity of a participant that fails to provide sufficient collateral after receiving a collateral call. The same restriction applies where a participant in default restores its collateral but has not paid its default debt.

In either case, the participant cannot continue operating through bilateral agreements, the electricity futures market, the day-ahead market or the intraday market.

Separately, EPDK’s Board Decision No. 14954 of 15 October 2026 amended the collateral procedures and principles. The changes bring unpaid receivables from periods whose invoice payment deadline has passed within the collateral framework.

Why it matters

Electricity-market participants need to monitor both collateral calls and outstanding default debts. Restoring collateral alone will not allow a defaulting participant to resume activity if its debt remains unpaid.

The changes also make overdue invoice receivables relevant to collateral administration. Companies active in the specified market segments should assess their payment obligations and collateral position against the revised requirements.
